Constitution, District 2 Council

  


  ARTICLE 1

   

Name:

 

   

The name of the organization shall be The Masonic Council of District 2

 

 

 

 


ARTICLE 2

 

Powers & Duties of Council:

 

 

The Council is created for the purpose of co-ordinating the efforts of all the Lodges within District 2, particularly but not restricted to

 

 

   

1. Supporting, strengthening and extending Masonic Communication within the District (Website, Newsletter Posters)

 

 

 

2 Promotion of Masonic Education & Research (Library, School of Instruction, Speaker’s Bureau)

 

 

 

3 Organizing, promoting and supporting key Masonic events (Remembrance Day, Masonic Funerals & Burial Plots, Youth Programs)

 

 

 

4 Extending counsel and direction to needy or ill Brethren (Employment, guidance for Masonic aid, travel assistance for members attending Lodge)


ARTICLE 3

 

Composition of Council:

 

 

Each Lodge may appoint up to seven voting representatives to Council. These representatives shall include The Worshipful Master, Senior Warden, Junior Warden, at least one Past Master Mason and Master Mason. Any Brother of a District 2 Lodge may also attend as an observer.
Each Lodge will have one vote at Council per Representative in attendance ( no proxy voting ), the acting President shall only have a vote in the event of a tie


ARTICLE 4

 

Officers and Committees:

 

 

Officers of the Council shall be:

 

 

 

President (either the current DDGM or DDGM Elect)

 

 

 

Vice President (the District Warden) both elected at the District Meeting

 

 

 

Secretary and Treasurer or Secretary/Treasurer elected at the Annual General Meeting of Council

 

 

The Council shall have the power to appoint any committees as it may deem necessary


ARTICLE 5

 

Powers and Duties of Officers:

 

 

President: Shall preside at all meetings of Council

 

 

Vice President: In the absence of the President he shall perform the duties of President

 

 

Secretary: Shall keep a record of all proceedings of Council, conduct its official correspondence, advise all members of the time and location of meetings and perform such other duties as Council may require

 

 

Treasurer: Shall receive and account for all monies of the Council and deposit same in an accredited Financial Institution in Regina.Pay all accounts as approved by Council. Prepare and submit a Financial Report at the Annual General Meeting and perform such duties as Council may require


ARTICLE 6

 

Meetings

 

 

1. Annual General Meeting of Council to be held in January of each year. The Secretary shall notify all Brethren at least seven days before such meeting

 

 

2. Other Meetings shall be held at the call of the President but shall typically be on the second Thursday of each month (July and August excluded)

 

 

3. A Quorum of Council shall be by a simple majority of Lodges within District 2


ARTICLE 7

 

Reports of Council:

 

 

The Council shall make an Annual Report to each Lodge, such report to include a resume of the previous year projects within Council, a copy of the Treasurer’s Report and a copy of the Auditor’s Report.
This annual Report shall be presented in person by a member of Council


ARTICLE 8

 

Amendments

    This Constitution may be altered, amended or repealed by a majority of Brethren present at the meeting next following after written notice has been given to each Lodge. At least seven days notice must be given
